There are several projects you missed. Even one in my city which if it weren’t for others missed shouldn’t make the list. The Calgary ring road is 101 KM long and cost about $3 Billion US to build. It includes 48 interchanges and 197 bridges. It is also Canada’s longest ring road.
$1.3 billion for a highway through porous volcanic rock mountains on a remote island in the middle of the Pacific? That's nothin. Kamala Harris spent $1.3 billion in 100 days running for president and still owes contractors some $20 million… AND she lost the race.
Using the total cost is one way to rank roads I guess, but al it does is favor longer roads over shorter ones. Cost per mile or kilometer is a more logical approach to rank these roads.
If you build a bicycle path long enough it will eventually cost more that any road on this list, but the cost per mile would be several times less than some of these highways.
WestConnex Sydney Australia is not on your list. Costing approximately $US28 billion it connects Sydney’s South West and Western Freeways with an additional 33km of roadway of which 22km are tunnels. Really not sure why you missed this infrastructure behemoth.

The network also features the world's largest underground three-level interchange, known as the Rozelle Interchange. WestConnex was completed a year ago, though two separate tunnel projects will connect to WestConnex in the years to come, relieving traffic congestion on nearby bridges and viaducts.
the Stockholm Bypass would have fit in on this list I think if you go by the price tag, last I heard it's cost/budget was at 3.6billion dollars and it's a underground road/tunnel that is suppose to help eliviate the traffic through Stockholm. if I remember correct it's between 21km and 35km (I remember seeing 2 distances but I don't know if it's 21 total or 21+14km)
I believe the Katy Freeway reconstruction in Houston just misses this list at $1 billion even. One stretch of it is 26 lanes wide, the world's widest. It is part of the Houston Energy Corridor, home to the world's largest Energy companies. It connects downtown Houston with the Greater Katy region, an urban center It it's own right.
Probably half of $24 billion Big Dig went into corrupted state and city officers. China can build the same at 1/5 of cost.
So glad The Big Dig was not just on the list, but was #1. Especially after living and driving through all 16 years of it!!
